[EventWar] Suggestion: Adding an admin command to make a town surrender. #7679

Please explain your feature request to the best of your abilities:

In case of towns with barely active players- having capital protection on could hold up a war from ending. Adding an admin command to force a town to surrender allows for admins to intervene and keep the war going.
