We want administrators or cron_jobs to (securely) run the SRI Testing harness, from outside of the web dashboard, thus a CLI wrapper script would help (functionality probably requires resolution of issue https://github.com/TranslatorSRI/SRI_testing/issues/46 and integration with https://github.com/TranslatorSRI/SRI_testing/issues/35.
