Need to update 'Coverage' for files uploaded to HydroShare #85

Every time data are updated to HydroShare, our script should also update the end date of the coverage to correspond to the last date/time in the data file.

I don't know if this issue is in the correct repository- @fryarludwig , should I move this to the iUTAH Utilities repository?
