Abstracts DB functionality into generic "dataset_provider": from DB (Oracle) or flat files (CRH/MD5)

Notes:

includes new commands: create-cath-dataset-from-files / create-cath-dataset-from-db
includes pydantic as new dependency (remember to reinstall to include in your dev)
