Notifications #43

This would allow for @ mentions in comments which would trigger a notification. These notifications would be shown in the upper right.

One pro to using a notification API is that we could resend email notifications that failed to send (#42).

Emails could be sent only if the person hasn't seen the notification after a certain time.
