Add status filter to Visit Index

• [ ] If results are on page > 1, and filter is changed then pageIndex should be reset to 1
• [x] UDS.Net.Services.Enums.PacketStatus should be used to set the list of options in the filter
• [ ] Pending and FailedErrorChecks should be selected by default when the page loads
• [ ] Stimulus should be used for javascript needs and should be made agnostic for reuse with different properties
