Add noise floor as second element of R field #1

It would be useful for nodes (especially repeaters) to report the level of their noise floor, as used to configure the RFM69 RSSI threshold.

Seeing as we have such a limited number of type characters (A-Z), and R & N being essentially the same, I think it unwise to use two different types for it.

I vote for changing the textual description of R to allow noise floor RSSI as well, possibly specifying it as a two-value field, R,.

Right, I've moved this to the second value in the R field now.
