Bug: Filtering on owner/operator column in account data not pulling all accounts

Two CAMPD users have reported attempting to run queries with filtering by owner/operator and have experienced several facilities missing (Holdings and Allowance Transactions). The facilities can be found by using the account name/number filter so they are available just not showing up via the owner operator column.

Filtering by owner/operator should return any associated accounts and allowances and transactions.

Acceptance Criteria:

Custom Data Download Search:

• [ ] Filtering by Owner/ Operator in Allowance -> Account Information returns all account records for facilities associated with the selected Owner/ Operator
• [ ] Filtering by Owner/ Operator in Allowance -> Holdings returns all allowance holdings records for facilities associated with the selected Owner/ Operator
• [ ] Filtering by Owner/ Operator in Allowance -> Transactions returns all allowance transactions records for facilities associated with the selected Owner/ Operator
• [ ] Filtering by Owner/ Operator in Compliance -> Allowance Based returns all compliance records for facilities associated with the selected Owner/ Operator
• [ ] Filtering by Owner/ Operator in Compliance -> Emissions Based returns all compliance records for facilities associated with the selected Owner/ Operator

Filtering by Owner/Operator should return any associated accounts, allowances, and transactions for the following API endpoints on the Swagger pages:

Was able to reproduce the issue on campd stg for all Allowance and Compliance data types.

Steps to reproduce:

1. On the Custom Data Download select Allowance -> Holdings
2. Select "Wheeling Power Company" under the Owner/Operator filter and Preview Data
3. CAMPD says that there are no results, but under the Facility filter there is one facility (ORIS 3948)
4. Removing the Owner/Operator filter and filtering under the Facility will show the data
