Update Total Hours in Emissions Evaluation Report #6423

In the Emissions Evaluation Report emails and Submission Feedback Reports, the total hours value is 2208 for all facilities (tested with ORIS 628, 2GTA, ORIS 55419, 500, ORIS 55409, CT1).

Acceptance Criteria: The report should be showing op time for the quarter, not total hours in the quarter.

Issue fixed. The emissions evaluation report for ORIS 55409, CT3 now look like this: Image also fixed the same issue in the emissions printout report, the emissions printout report now look like this: Image likewise, the Total Hour field in emissions error detail report is replace with Total OP Time, following the same logic.
