Mobile ECMPS menu toggle: Add left side menu links #6428

The ECMPS Menu hamburger icon in the grey sub-header of the mobile view (indicated below) should display the left side menu links:

  1. When the dark blue sub-header hamburger icon appears in the tablet/mobile view, the ECMPS Menu hamburger icon should also appear.
  2. The links in the left side menu bar should appear and be functional in the ECMPS Menu bar.
