TEST: Log in and sign cert statements in CBSI

Complete testing #6344, specifically, the workflow after the ECMPS user receives the login error, the user can sign and submit the cert statement(s) in CBSI, then log into ECMPS 2.0 with the login error.

During the testing of #6344 , a CBSI bug (CBS cert statement submission issue is being tracked in EASEY-293 prevented the user from using CBSI to sign and submit the cert statement. To complete testing of #6344 , a developer marked the required cert statement as "signed" in the CAMDBSSI database.

This ticket is currently blocked by CBSI ticket, EASEY-293.

Acceptance Criteria from #6344

[x] Set up at least one user (TSTMIBARRA) in CBS so that they will have unsigned certification statements.
[x] Confirm that ECMPS 2.0 login attempts for this user fail with the above message (see screenshot 1).
[x] Log in to CBS as the user and sign the required certification statements during the CBS login process.
[x] Confirm that the user can log in to ECMPS 2.0 (screenshot 2).
