DatetimeOrderedPair not reporting values that are equal to each other correctly #45

Description

Discovered while working on #42 . If an ordered pair is equals to each other both values are reported as bad but the message is misleading.

time                 start_date                     Date is after end_date value                                
time                 end_date                       Date is before start_date value
