Use CAM APIs instead of FACT API

Will the CAMPD API include all of the same data endpoints as the FACT API?

Specifically I'm interested in the MATS_FLAG_CODE that indicates startup and shutdown (https://github.com/singularity-energy/open-grid-emissions/issues/155#issuecomment-1196114277)
