Improve notification when dependent services are down #223

Services from ScienceBase, NLDI, National Interagency Fire Council (NIFC), etc. are down somewhat frequently. Provide improved functionality to notify the user that the services are down and workflows cannot be completed as expected.

I liked the idea that we'd somehow display this when the user is selecting their workflow
