9 years ago On the "when to use" we should remove the word portlet and replace it with application. We may also want to talk about "these can be apps outside of the portal as well"

First pass at adding guidelines for widgets to the UW UI Toolkit. It's still kind of rough so feel free to change the wording as you see fit. Let me know what I missed and if anything seems unclear.
