Service monitor plugin

Alright, I feel like I could start tackling this one soon. I plan to support a few methods for this..

• Simple ping test
• HTTP/S test
• Socket test
  • Check if a socket opens
  • Check the incoming data
  • Send a payload
  • This could be done byte-wise or regex-wise, the former might be nice as we don't have to check all the data
• Additional tests to be supplied by other plugins
  • Minecraft server test
  • Source server test (Maybe)

After that, we could define sets of results and actions..

• Results
  • Success
  • Failure
  • Error
• Actions
  • Message
  • Email
  • Custom function call

Some goodies we could include..

• Support for the Web plugin
• Manual checking on a chat network

Later on, I'd hope to include..

• Protocol-based checks
  • Not possible right now as this would require protocols to not fire events, and call them back to the plugin instead
