Rewrote Edit Course Offering in GWT. Full page functionality.

Added funding department to Edit Course Offering GWT.

Added funding department to Course Offering Export and Roll Forward.

Added a new commit fixing almost all these issues. We probably need to talk a little more about funding department. I'll send an email as well.
