Move ~ldm/etc to /etc/opt/ldm and ~ldm/var to /var/opt/ldm #13

In order to conform to the Filesystem Hierarchy Standard.

Issues:

Creation of /etc/opt/ldm and /var/opt/ldm with the proper permissions when necessary
Honoring or moving ~ldm/etc and ~ldm/var from a previous installation
Creating symbolic links when necessary
Doing all this in both source and RPM installs
