[Fix] NOAAPort GOES-17 Mesoscale sectors #14

regex was missing the mesoscale designator for NOAAPort ingest.
Issue #13

This resolves the issue with GOES-17 Mesoscale Sectors not appearing when NOAAPort ingest is used by updating the WMO header in the regular expression.
