Alter default pull request for custom sites. #18

The PR template for this repo is very starter-kit specific. We should overwrite that with something a site builder would actually want to review.

@mshaver No idea if this was already done and can be closed.

@vrozansky, it was not done and so if this felt like something we needed as new sites are begin spun up, it would still be good to do.

Not "needed" just a general efficiency. It's also a 30-minute task at most.
