add list_by_service in sdk definition.

We should not add that until we have a clear design. For now we only support list_by_resource_group, list_by_subscription and list_by_parent. All other lists are illegal. Here is the discussion: https://github.com/Azure/autorest.devops/issues/12#issuecomment-502906937.
