Weird Timeout Auto-Decline issue #13317

Description

When we were in the match queue it looked like we were trying to enter a game, but we never got a match confirmation window, we then all got a timeout for declining the match.

The issue is related to one of our team member's (they have a potato computer) when we tried playing without them it was fine.

They are running on the same patch and their network is stable.
