Dota 2 wont open after After Crownfall update #16425

Description

Dota 2 wont open after after Crownfall update. When i press the play button the game does not open at all, and after about 2-3 seconds the "play" button goes back to green. Tried verifying files and also tried various start options with no success. Then tried to open the game directly instead of using the steam launcher and get this error: "the procedure entry point getsystemtimepreciseasfiletime could not be located kernel32.dll". Screen shot of error is attached.

Had the same problem with the same exact error, only reinstalling the game will fixed it(I know, it takes hours but that's the only way) But I have this huge fps drop which makes the game litterally unplayable... Idk is it because of crownfall update or because my laptop's fan litterally stoped working the day before patch Xd If you have win 7, let me know if you have fps drops too

Today it's working fine like it did before a patch. I guess Valve slipped a small patch. I'm glad I did nothing and it fixed itself.

I update my OS to Win8.1 and it works perfectly fine now.
