Radial menu / on screen keyboards don't show up when streaming

Please describe your issue in as much detail as possible:

When streaming a game from my desktop, and using a radial menu on the steam deck, the radial menu should show up. Pressing Steam+X should also pop up the on-screen-keyboard

Steps for reproducing this issue:

1. Buy a steam deck
2. Install Steam on your desktop
3. Create a controller configuration for a game (like dwarf fortress) with a radial menu
4. Stream the game (with the steam deck as the client, and the desktop as the server)
5. Try to access the radial menu, or try to press STEAM+X and have the on screen keyboard pop up.
6. Notice that none of those overlay thingies show up at all.

Just discovered this issue while mapping Valheim streaming from my PC. Radial menu "works", but appears to be behind the streaming game, or invisible.
