Steam is looping notifications

• Steam Logs: steam-logs.tar.gz

• GPU: Nvidia

Please describe your issue in as much detail as possible:

Steam sends notification "xyx..is now playing.." (popup/toast) on the bottom right corner of the screen, after notification closes steam sends it again over and over. Sometimes two back to back. It will keep looping until either clicking the notification or restarting steam.
