Opening the controller configurator repeatedly causes repeated menu entries that you have to exit after you exit the game

Demonstrative video: https://youtu.be/jWoz2VgCO4Q If I repeatedly open the controller configurator while a game is open, I must exit out of it as many times as I open the configurator while the game is open. I think I remember this being fixed in some very old patch, but it came back not long after. I've just put off reporting on it.

Steps for reproducing this issue:

1. Open a game
2. Open the controller configurator
3. Press the STEAM button repeatedly so that the controller configurator opens and closes repeatedly
4. Exit the game

Result

I must exit out of the configurator as many times as I opened it.

Expected

The configurator should not be open at all after closing the game.
