Glitchy menus / draw calls / various UI problems #9614

Your system information

Please describe your issue in as much detail as possible:

She expects when she clicks on various UI to not be blasted by white flashes (she is photosensitive) or to deal with lingering black squares.

She expects Steam to remember it's position/size on reopen. (it no longer does)

*I am reporting this for my roomate.

Steps for reproducing this issue:

  1. Open New Steam
  2. Mouse over things or right click items/games
  3. Before the UI is drawn there will be a white rect flash in place of the UI before it is filled in with text and color. (she is photo sensitive)
  4. In some cases the UI will leave behind black rect's covering parts of the Steam client for some time after a dialog is closed.
  5. All UI has an odd draw lag to it.
  6. Open Steam and resize/place. Close Steam and reopen and note it does not remember place or size.
  7. Opening (Library) to "Small Mode" will some times display the "Large Mode" making it impossible to see/read/click anything.
  8. Opening (Library) to "Small Mode" will be sized incorrectly and scale incorrectly
  9. Opening (Library) to "Small Mode" will display (in barely readable incorrectly scaled text) outdate / wrong game info. The Screenshot shows Steam not remembering the correct window/size placement, scaling is whack and it's displaying incorrect info about a running game (not updating correctly).

Might need to watch that in 60fps to see them

And some more; in this one you can sometimes see flickering over on the lefthand side of the screen, too. Again, might need to watch in 60fps. Also, it looks worse "live"; the video capture doesn't get all the flickers.

Sure would be nice if this was dealt with. Pretty sick of bright flashes all over the screen. Valve seems to think "Flash Bang as a feature" is a "thing."

The rect draw "flash" is still an issue on top of the clicking through menus...I wonder how many years this will go on...place your bets!
