[PipeNet] If the pipesystem network has non-integer amount, the drains will not work #39

In the attached files, cosmic matter power generator 2 expects to use 10 cosmic matter units every day, What works:

correctly drains from the network into power generator
generator is working

what seems broken:

when the amount in the network stops being an integer, the drain will not be able to put anything in the network

How i tested?

Empty container + things in drain = network is filled
filled container + things in drain = network is filled
after a few minutes container is still filled but with let's say 80.004 cosmic matter resource + things in the drain = network is not filled

also the "needed" tooltip will not show a float value in the genreator.

Sns_Buildings_power.xml is a modified file from Ambition of the Cosmic by Explodoboy.
