Job timer adjustments, spawner fix attempt, Midwest Knights being less ghoul-ist, and various changes detailed below.

Description.

Changes, reasoned: NCRA: Spawn changes requested by mapper team

MidwestBOS: allowed ghouls in knight/squire, removed other; 'fuck ghouls- at least the powergamers'

Townies: Deputy raised to 5 hours to reflect other roles of authority's times

could make sense to have ghouls able to be scribes as well, their long lives and potential pre-war knowledge could make for fonts of knowledge the Brotherhood wants
