Additional prewar clothing options. #721

Adds some assorted prewar clothing and armor options.

Specifically adds: Reporter vest + helmet. Military helmet + clothing. Fudd clothing set.

None of it is currently added to the loot pool (however I will get to this later), for now its just some nice admin spawn stuff I guess.
