QuickTime Player on 10.9+ doesn't support third-party codecs. Use QuickTime Player 7. I'm not sure what Batch Converter is. I'm closing this issue, re-open it if you still have problems with QT Player 7.
Could a purely terminal based HAP encoded be released, not dependent on QT7?

Yep, there's no reason one couldn't be written.
Installed HAP codec, doesn't appear in quicktime menu. I installed the Batch Convertor, doesn't appear in it's menu.
