REST API #91

@shahzaibkhan I push the api code from the 'rebuild-shaz' branch to the new 'SenseMapAPI' repository, and it seems that Heroku has deployed it at https://sensemap-api.herokuapp.com/. Is there any way we can test it? Currently open the url in the browser just displays an error message.
