Mobile Friendly #15

Not high priority prior to initial launch, but we'll need to go through and make sure all of the pages are mobile friendly

Navbar looks like the biggest offender so far

I've tried to address this with newer pages (Faculty, Forecast/Climate Resources, front page), but like you said, the navbar and now footer are the biggest issue for now
