(As noted in https://github.com/WICG/interventions/pull/72, we intend to archive this repository and are thus triaging and resolving all open issues)

Outside of the sandboxed iframe case this didn't gain traction, I think. I would recommend filing an issue in HTML and/or with browser vendors (ideally including evidence of abuse) if there's still interest here.
