Add loading="" attribute for lazyload, when iframes get it #195

This is a tracking issue for now, since we probably shouldn't work on the spec here for portals before we get one for iframes. /cc @domfarolino

Are there any portal-specific concerns that would make the specification for portal lazyloading not be able to reuse the infrastructure that's developed for iframes?
