No additional scanning sites past the first one. #544

When starting a fresh game and appearing in the avenger for the first time. If you enter the covert action screen from the prompt WITHOUT manually going into the geoscape first. You get the covert action menu. Close it and the tutorial prompt opens, afterwards the faction gets introduced. Now that this is done, no additional scanning sites pop up.

EDIT: So after further testing I actually have no idea what causes this. What I said above was pure coincidence, even after testing it thrice.

I will close this as I could not reproduce it, neither find anything in code that can point towards such behvaiour. Additionally, the OP's edit specifies that they aren't able to reproduce the issue either.

If anyone is faced with something similar, please provide a save file
