Comments and horizontal rules #109

Sometimes, when leaving a comment while declining, some comments appear above the horizontal rule and some appear below.

Steps to reproduce

  1. Open any AfC submission with existing comments.
  2. Decline with a comment.

Unable to replicate at [https://en.wikipedia.org/w/index.php?title=Wikipedia_talk:Articles_for_creation/sandbox&diff=568117712&oldid=568117047] with latest build of develop...do you have an example of when this occurred?

It must have occurred a while ago; it probably has been fixed already. Closing.
