The "Unmark as reviewing" button doesn't have a prompt, and all the "Mark as reviewing" prompt does is let you add a comment (which you can do anyway using the "Comment" button).

Generally when someone marks something as being reviewed, it means that there are unusual circumstances surrounding the review...the comment field allows them to easily explain why a simple review wouldn't suffice.
