Mountain Pass Updates

Added mountain pass icons to traffic map.
Updated mountain pass report layout.
Added travel restriction status to pass list.
Fixed weather icon display issues.
Fixed data refresh issues.

UI Updates

Updated styling for rest areas, cameras, and highway alerts.
