Add a way to just "add skills" so that races can be built from these skills / trade skills at anytime #8

It has been requested to be able to allow races to "swap" skills and be able to be created via common skills.

This will have to be added in when it can be.

My SkilCraft project has some good ideas on how to do it and I should take from there.
