This description make no sense if holder command an army entirely made from spooky scary skeletons.
But all our creatures have hearts... even skeletons: L O R E
Your cited source don't confirm that skeletons have hearts.
Some undead[4][5] have Ichor of Undeath running through their bodies. They bleed this green liquid when wounded,[6] though some have no blood or liquid running through their bodies at all.

Anyway, there's no need to confirm. The artifacts can't make any heart beats faster. This is said rhetorically. Both here and in the cinematic.
Both here and in the cinematic.
In the cinematic narrator uses figurative expression, while artifact description is in-game justification for combat bonus, which makes no sense if someone commands an army that gets no positive effects from faster heartbeat or if solders have no hearts.
Skeletons still could feel the deep sound of a battle horn in their bones...

I don't say that horn's sound can't increase specific unit's stats, I just say that description should be changed to something more neutral, since some units may not have hearts.

Faster heart beating should clearly give debuffs. You may faint or get heart attack.

"Makes the hearts beat faster" is figurative expression.
Otherwise, we would say this artifact causes tachycardia.
Faster heart beating should clearly give debuffs.
Through human history, many cultures performed rituals, as, for example, war dance, for various reasons, such as for evoking ferocity in preparation for battle.
"Makes the hearts beat faster" is figurative expression.
If "Makes the hearts beat faster" is figurative expression, then it must have second layer of meaning. Could you explain it non-literal meaning, then?

I'm not English-speaker. In Russian "she/he makes your heart beats faster" have L E W D meaning and you know that too. I would ask English-speaker... or would quote Terenas.
But the truest victory, my son, is stirring the hearts of your people.
Do you have a similar quote from Llane, Anduin or Lothar? Someone from Stormwind's history?

Stand as one? Anduin

So, this artifact increase stats because solders fall in love with commander from horn's sound? Fine, I'm okay with that

It's very HORNY indeed.
Also
If you are telling me "skeletons get combat bonuses not because their non-existent heart beats faster, it's just figurative expression, they actually fall in love with commander because of drums sound", I'm okay with that.
Arthas did say that he thought of his undead as his subjects at some point 0///w///0
