Non-Backer-less use cases? #3

Hey,

as mentioned in the https://weboftrust.github.io/ietf-ptel/draft-pfeairheller-ptel.html#section-1.3.1 , in most cases, it is sufficient to rely on signatures of the controller of the TEL and look for signatures in his KEL for given IXN event. However, what are the hypothetical backer-rich cases? Who can be a backer?

So if NB is set, the TEL will be found in the same witness as KEL. If someone demands a different distribution list for TELs, it's doable by specifying backers by anchoring their identifiers in the TEL mgmt events.

@pfeairheller, perhaps it's worth clarifying the backer in the spec.
