[Snap] Clicking "skip" on tunnel setup has no effect

STR:

• Install snap
• Load http://localhost:8080 in the browser
• Click "skip" in the tunnel setup screen

Expected:

• Skips to create user screen

Actual:

• Reloads the tunnel setup screen
• Requires a hard reload to get to the create user screen, then again to get to the things screen

The above steps were a local snap installation on Ubuntu Desktop.

Note: When I manually installed the snap on a vanilla Ubuntu Core image I couldn't reproduce this bug.
