Docker Improvements #444

The goal of this issue is to solve/improve following:

Docker image build time (Current time is over 12 minutes)
Possible to run docker image without -it params (read: without interactive shell)
Decrease unrelated regression test running when docker related things change
Fix old node version warning in docker regression test
Validate that webperf_core help command works in docker image
Validate that any webperf_core test can run and returns valid data output
Publish Docker image to hub.docker.com on new webperf_core releases

Results so far:

Docker image build time (Down to 3 minutes, previous 12 minutes)
Possible to run docker image without -it params (read: without interactive shell)
Decrease unrelated regression test running when docker related things change
Fix old node version warning in docker regression test
Validate that webperf_core help command works in docker image
Validate that any webperf_core test can run

In progress:

Validate that webperf_core test returns valid data output
Publish Docker image to hub.docker.com on new webperf_core releases
