Class List Import should allow uploading a new file #8

Instead of having to upload a file in File Manager, and then selecting it in the Class List Import tab, you should be able to upload a file directly to the Class List Import tab. (Ideally there should be help on the page which when clicked shows the file format that the Import expects)
