Implement rules in a single location #31

The following set of rules should be placed together, as they are independent from the FE classifier:

  1. Numerical expressions, #27
  2. Places recognized by the entity linker
  3. Subject rule: if no agent-like FE is identified, assume the scraped item name as the subject

Clarification for rule 3: agent-like FEs are usually the logical subjects of the sentences. However, the lexical database provides different labels: specific rules are needed for each of them.
