Boardings Chart Filters on Agency Dashboard: Consider removing or fixing functionality

For Agency Admins:

• "Agency" should not be an option for the boardings filters for Agency admins, UNLESS data is being shared with them.
• "Date" should be removed, as there is a global filter at the top of the page that controls the date range on all the charts on the page
• "Violations" should be added as per original design
