Docuaurus+DocFX: Visual difference in API docs between prod and dev sites #768

Maybe we are just in the process of deploying a UI change, but the source blocks are missing the "Declaration" marker on development, manually selected in the production sample screenshot below.

After some discussion, this appears to be a result of the dev site not building API docs.
