Dependabot doesn't work because our actions need secrets to log in to dockerhub, and for SOIT. Dependabot doesn't have access to secrets.

We could:

Make is so that the actions are each split into different parts, some of which use secrets (the upload steps) but the build step doesn't.
Delete dependabot.
