[ ] load modules
[ ] create conda env and install Cylc in
[ ] any Julia-related tasks (which may end up in Docker anyways)
[ ] build Singularity image

I think this is a great idea. It would be good to add the Julia version to this, and the order that things need to be loaded in. For example - when should the IceFloeTracker.jl be instantiated?
